Quidos Ltd. is one of the UK’s largest providers of Air Conditioning Surveyor Certification. Providing the means to allow air conditioning engineers to produce government approved Air Conditioning Reports. Only accredited Air Conditioning Assessors can produce these reports.

As of the 4th January of this year, it is now a statutory requirement for all air conditioned buildings with a combined cooling output of greater than 250kw (12kw by 4th Jan 2011), to have in their possession a completed Air Conditioning Report (ACR). Anyone found not to have a valid report will be liable to face a penalty fine from the government.

Responsibilities

Building owners and facilities managers who control the operation of air conditioning systems are now responsible for ensuring that the statutory obligations and duties of care in the operation and maintenance of air conditioning systems and are both commissioned and completed.

Air Conditioning Reports, what’s involved?

Air Conditioning Reports (ACRs) revolve around a number of set criteria which will vary depending on the type and complexity of the installed system. Air conditioning systems, as described by Communities and Local Government (CLG), typically consist of refrigeration equipment, air movement systems and controls. Under new guidelines, the existence of these systems must be recorded and all relevant documentation such as manuals, drawings, maintenance records, commissioning data and control strategies should be inspected. A review of the system will assess if it is suitably sized for the cooling loads in the treated spaces and the overall effectiveness of the system. The report will conclude with observations and recommendations on energy-saving opportunities.

Important Information

• First inspection of all existing systems over 250kW cooling capacity must be completed by 4th January 2009

• First inspection of all existing systems over 12 kW must be completed by 4th January 2011

• New systems over 12kW installed after January 2008 must be inspected within 5 years of being put into service

• Each ACR is valid for a maximum of 5 years

Important Dates

The following regulations are set out by the EPBD Directive 2002/91/EC, of the European Parliament and Council on energy efficiency of buildings.

6 April 2008:

• EPCs required for the sale or rent of buildings other than dwellings with a floor area over 500m²

• EPCs required on construction for all non-dwellings

• Display certificates required for all public buildings >1,000m²

1 October 2008:

• EPCs required on the sale or rent of all remaining dwellings

• EPCs required on the sale or rent of all remaining buildings other than dwellings

4 January 2009:

• First inspection of all existing air conditioning systems over 250kW must have occurred by this date

4 January 2011:

• First inspection of all remaining air conditioning systems over 12kW must have occurred by this date
